Subscriptions, paginated reports and Power Automate cover a defined scope. This page states where that scope ends.
Power BI distributes reports well as long as everyone receives the same thing. The moment forty regional managers each need their own numbers in their own workbook - on a schedule, without anyone opening the service - the built-in mechanisms start showing their edges.
Mail & Deploy runs above Power BI as a reporting layer: it queries the semantic model, builds the document from your template, varies it per recipient and delivers it to the channels your teams use. One data source is included. Each additional data source is licensed separately.

Schedule a report or dashboard page and have it emailed as a PDF or PowerPoint file to a list of recipients. Set up in the service, no additional licence, no additional system.
Works well for: the same output going to an internal audience on a fixed schedule.
RDL-based, pixel-perfect, multi-page output authored in Power BI Report Builder - the right answer for invoices, statements and compliance documents with strict layout requirements. Licensing depends on your tenant configuration and has changed several times since the introduction of Fabric; check the current requirements for your setup.
Works well for: high-volume, layout-critical documents where the format matters more than interactivity.
Subscriptions cover email plus native delivery to OneDrive and SharePoint. Everything beyond that - Teams, S3, Google Drive, FTP - is a Power Automate flow that triggers an export and routes the file onward. It becomes a maintenance surface of its own once flows multiply, and it inherits the export API limits described below.
Works well for: a handful of scheduled or event-driven exports maintained by someone who owns the flows.
The limits teams report once distribution leaves the pilot stage.
A subscription sends the same file to everyone on the list. A PDF or flat export is also not the same artefact as a branded workbook in which the recipient's formulas still calculate.
Subscriptions leave as PDF or PowerPoint. Attaching the full report requires a Premium or PPU workspace and stays within fewer than 20 pages and under 25 MB. Excel with working formulas, Word with a required layout, HTML, CSV and XML require a separate route.
The export API requires Premium, Embedded or Fabric capacity. Under Pro it is unavailable; under Premium Per User it covers paginated reports only, at one call every five minutes, and Power BI reports are not supported at all. A flow built while a Fabric trial capacity is assigned stops working when that capacity ends.
Data that never entered a semantic model cannot appear in the output. Board packs that mix Qlik®, Power BI and a warehouse are assembled by hand.
Distribution to a large audience pushes you toward capacity licensing, and recipients who never open the service may still need a licence, depending on how content is delivered.

What it takes to run this through Mail & Deploy
A workspace on Premium, Premium Per User or Fabric capacity with XMLA read access enabled, an Azure app registration, workspace access for that app, one Fabric tenant setting and release 3.6 or higher. What you need in place.

One template and one rule: Mail & Deploy queries the semantic model once and produces one document per distinct value of the column you burst on, paired with the right recipient. An execution calendar, log files and a monitoring app cover every run across all reports and channels.
Native Power BI
Per-recipient output has to be built around the subscription: row-level security, one subscription per recipient group, or a script someone maintains. Status is read per subscription in the service and per flow in Power Automate.
What this means in practice: adding a recipient is a row in a list, not another subscription to maintain.

Mail & Deploy reads the semantic model through XMLA endpoints, which require Premium, Premium Per User or Fabric capacity - the same licence tier the export API needs. On that licence there is no per-user call ceiling and no five-minute export window: report volume is a question of scheduling, and parallel execution tasks scale with the edition.
Native Power BI
The export API requires Premium, Embedded or Fabric capacity and is unavailable under Pro. Under Premium Per User it covers paginated reports only, capped at one call every five minutes; Power BI reports are not supported. A flow built on trial capacity stops when that capacity ends.
What this means in practice: on the licence you already need, you are no longer limited to one export every five minutes, one source, and the same file for everyone.

Subscriptions deliver PDF and PowerPoint by email, plus native delivery to OneDrive and SharePoint. Teams, S3, Google Drive and FTP still require Power Automate flows built and maintained per case. Paginated reports add pixel-perfect RDL output for layout-critical documents.
What this means in practice: finance keeps working in the file instead of rebuilding it.
