The reporting platform beside Power BI Report Server (PBIRS)

Power BI Report Server publishes paginated and Power BI reports on your own servers. Reporting requirements rarely stop there.

The short version

Power BI Report Server (PBIRS) runs reports on infrastructure you operate. Teams build paginated reports in Report Builder, publish them to the server and let recipients open or subscribe to them. That covers on-premises publishing of Microsoft content. With SQL Server 2025, Microsoft consolidated on-premises reporting under Power BI Report Server: SQL Server Reporting Services is no longer a separate product, and teams still on SSRS move here.

Mail & Deploy sits beside your BI platforms instead of inside one. It reads Power BI, Qlik, SQL databases and cloud warehouses, builds one report from several of them, and delivers the result to email, file server, FTP, Microsoft SharePoint and Teams, OneDrive, Dropbox, AWS S3, Google Drive, or the Mail & Deploy Hub. One data source is included. Each additional data source is licensed separately.

The sections below set out where both products differ, and where Power BI Report Server remains the better answer - including for teams arriving from SSRS.

Why teams add a reporting platform beside Power BI Report Server

Power BI Report Server is built for on-premises Microsoft content - and since SQL Server 2025 it is the single on-premises reporting server.

  • Report creation stays in Report Builder

Paginated reports are designed in Report Builder and published as RDL. Layout changes, conditional content and per-recipient variants go back through that tool and through the people who know it.

  • One vendor, one ecosystem

Power BI Report Server serves Microsoft content. Reports that combine Power BI with Qlik, Snowflake, Databricks or an Oracle database need a second tool or manual assembly.

  • Deployment is tied to your own servers

The server, its Windows hosts and its upgrade cycle stay with your IT team. A move towards cloud services does not remove that operating effort.

  • Licensing follows the Microsoft stack

Since SQL Server 2025 the server is included with Standard edition and no longer requires Software Assurance, so the entry hurdle is lower. Access is still governed by your SQL Server or Power BI licence terms, and recipients who only need a finished report sit inside those terms.

  • Delivery channels are limited

Subscriptions send email or write to a file share. Destinations such as Microsoft Teams, SharePoint, OneDrive, AWS S3 or Google Drive are not covered natively.

  • Self-service means opening the portal

Recipients browse the web portal to find a report. Pulling a report with their own filter selection, in their own format, is not part of the model.

Five points that decide it

Five decisions, each with Mail & Deploy and Power BI Report Server compared directly.

  1. How reports are created

    Mail & Deploy

Drag-and-drop designer with layout control, conditional content, dynamic filtering and formatting; templates are reused across recipients.

    Power BI Report Server

Paginated reports are built in Report Builder and published as RDL to the server.

What this means in practice: a layout change does not require an RDL specialist.

  2. Which data sources are in scope

    Mail & Deploy

Power BI, Qlik Sense, QlikView, Microsoft SQL Server, Oracle Database, Snowflake, and Databricks and other sources via ODBC - combined in one report.

    Power BI Report Server

Microsoft-centric sources published through the report server.

What this means in practice: one report can carry figures that live in different platforms.

  3. How it is deployed

    Mail & Deploy

SaaS, on-premises or hybrid. Installation next to an existing environment takes minutes.

    Power BI Report Server

On-premises server operated by your own IT, including hosts and upgrade cycle.

What this means in practice: the deployment model follows the organisation, not the tool.

  4. What recipients can do themselves

    Mail & Deploy

Users inside and outside the organisation pull reports from the Mail & Deploy Hub, with their own selection and format.

    Power BI Report Server

Recipients open published reports in the web portal or receive a subscription; self-service delivery beyond that is built with Power Automate.

What this means in practice: routine requests stop arriving at the BI team.

  5. How it fits the vendor landscape

    Mail & Deploy

Independent of any single BI vendor; reporting stays in place when a platform changes.

    Power BI Report Server

Part of the Microsoft stack under its licence terms; included with SQL Server 2025 Standard and Enterprise, with SSRS folded in.

What this means in practice: a platform decision and a reporting decision stay separate.

Everything else, side by side

The remaining capabilities teams check when they run Power BI Report Server - or migrate to it from SSRS - and evaluate a reporting layer next to it.

  • Sharing

    Mail & Deploy

Email, file server, FTP, Microsoft SharePoint and Teams, OneDrive, Dropbox, AWS S3, Google Drive, or the Mail & Deploy Hub.

    Power BI Report Server

Email subscriptions and file share delivery.

  • Personalisation

    Mail & Deploy

Per-recipient personalisation through filters and conditional content, from one template.

    Power BI Report Server

Per-recipient variation is handled through report parameters and subscriptions.

  • Pricing

    Mail & Deploy

Pricing per report recipient, with no report limit and no user limit. Recipients need access to the delivery channel, not a BI licence.

    Power BI Report Server

Included with SQL Server 2025 Standard and Enterprise, no Software Assurance required; otherwise governed by your Power BI Premium or SQL Server licence terms.

  • Performance

    Mail & Deploy

Parallel executions and optimised memory consumption in one reporting engine, sized for organisations that generate thousands of reports per day.

    Power BI Report Server

Scaling follows the server infrastructure you provide.

  • Operations

    Mail & Deploy

Execution calendar, log files and a monitoring app keep large reporting landscapes traceable.

    Power BI Report Server

Monitoring through the report server and the surrounding Windows tooling.

When the other one is the better answer

If all your reports come from Microsoft sources, must stay on servers you operate, and your recipients are satisfied opening them in the web portal, Power BI Report Server covers that - and since SQL Server 2025 it is part of a Standard edition licence, without Software Assurance. The question is what happens when a second data platform, an external recipient or a per-recipient variant enters the picture.
